Five of the Canadian provinces have invited applicants for PNP draw, i.e., provincial nominee programs.

Most of Canada’s provinces invite applicants via PNP draw, except for Quebec and Nunavut. Quebec has a separate agreement with the government that can exist because immigration is a shared responsibility between provincial as well as federal governments. Unlike other Canadian provinces, Quebec’s agreement offers the territories & provinces total autonomy over the selection of economic class immigrants/ newcomers.

Moreover, obtaining a provincial nomination program strengthens an application for PR for all candidates. A nomination also adds an extra 600 CRS points to the Express Entry application of the applicant.
