Four provinces issued invitations in the latest PNP results. Well, Quebec has also issued invitations through its provincial immigration program. Across Canada, 11 of the country’s provincial & territorial governments – excluding Nunavut & Quebec, use their Provincial Nominee Programs to find immigration applicants who they feel can best align with the province’s labor force & demographic needs. 

When the province/ territory issues an EOI, immigration applicants interested in moving to the region can proceed in any of the two ways mentioned below:

  • The applicant must apply directly to the PNP program
  • A provincial government can select the applicant through the Express Entry application pool 

Applicants who obtain a PNP nomination can also strengthen their candidacy for economic immigration via Express Entry. Well, that’s because provincial nominees automatically receive an additional 600 CRS points on their Express Entry application. 

PNP Results From February 3 to February 9

Four provinces issued invitations in the latest PNP results. Here are the results for the same.

  • British Columbia 

British Columbia conducted four targeted draws for Skilled Workers & International Graduates via the BC PNP this week. Specifically, in the draw, which took place on February 6, BC issued the following number of invitations. 

Note: The numbers included in brackets indicate the minimum score needed for applicants in that specific occupational group. 

  • Childcare: 46 invitations 
  •  Construction: 26 invitations 
  •  Healthcare: 39 invitations 
  •  Veterinary Care: Less than five invitations

In addition, the province PNP also issued a total of 102 invitations in a general draw. This draw saw invitations spread between applicants from the following: 

  • Skilled Worker 
  • Skilled Worker – EEBC Option 
  • International Graduate 
  • International Graduate – EEBC Option
  • Entry Level & Semi-Skilled 

For all but one category, ‘Entry Level & Semi-Skilled’ applicants, the minimum score needed was 122. For Entry Level & Semi-Skilled BC PNP applicants, the February 6 draw required a minimum score of 97. 

  • Ontario 

Also, on February 6, the Ontario Immigrant Nominee Program issued 2,088 NOIs to applicants who qualified for the Ontario Express Entry Human Capital Priorities stream. The draw targeted applicants in healthcare professions. 

Moreover, all applicants who received an NOI had a CRS score in the range of 379 & 430. 

Then, on February 8, the OINP executed three more draws. Well, one was under the Human Capital Priorities Stream & second under the Employer Job Offer: International Student stream. The draw results are as follows: 

  • Human Capital Priorities Draw: Over 2,118 invitations were issued to applicants in tech professions, with scores ranging from 471 to 480. 
  • Employer Job Offer: International students draw 1,182 invitations issued to applicants with scores ranging from 78 & above. It was a general draw. 
  • Employer Job Offer – International student draw: Over 1,252 invitations were issued to applicants with scores ranging from 73 & above in a targeted draw for health & tech professions.

Aside from this week’s PNP results, it is also worth noting that the Ontario government has declared that it is suspending the receipt of ‘applications to the OINP’s Entrepreneur Stream.’ This suspension is in effect since December 4, 2023. 

In a declaration on February 5, Ontario clarified that it implies ‘no new expressions of interest or applications are being accepted.’ 

  • Quebec 

This week, Quebec has released the results of a January 24 draw that invited two separate groups of applicants based on different eligibility criteria. In total, the province invited over 1,007 people to apply for permanent selection. 

Quebec does not operate a PNP & the province has a unique arrangement with IRCC that instead allows it to maintain control over provincial economic immigration processes & policies. 

Moreover, in the first group of applicants, all invitation recipients needed to have a valid job offer outside the territory of Communauté métropolitaine de Montréal. This implies that no professions or other human capital attributes were targeted. 

Those in the second group of applicants were a part of the draw, which saw Quebec target specific professions. This applicant group had a minimum score of 615, along with meeting the following eligibility requirements: 

  • Having a level 7 oral proficiency in French as per the Échelle québécoise des niveauxde compétence en français or its equivalent. 
  • Having a valid job offer outside the Communauté métropolitaine de Montréal territory. 

Those who obtain an invitation can further apply for a Quebec Selection Certificate & then apply to IRCC for permanent residency. 

  • Manitoba 

As four provinces issued invitations in the latest PNP results, Manitoba was the last. The province posted new results from three recent EOI draws, inviting a total of 282 applicants. 

Under the Skilled Worker in Manitoba Stream of Manitoba Provincial Nominee Program, over 151 Letters of Advice to Apply were issued to applicants who declared that they had a close relative in Manitoba. The minimum score of these applicants was 619. 

The province also issued 83 Letters of Advice to Apply via its International Education Stream.

Lastly, through the Skilled Worker Overseas Stream of the MPNP, the provincial government issued 48 Letters of Advice to Apply to eligible applicants with a minimum score of 713.
