Three provinces nominate applicants in this week’s PNP results. Each province/ territory has a Provincial Nominee Program except for Quebec & Nunavut, via which they can nominate economic immigration candidates who are likely to integrate into the provincial workforce & economy successfully.

Provinces often hold draws that target applicants with specific in-demand human capital attributes. For instance, some Provincial Nominee Program draws invite candidates to apply for a nomination based on their occupation or if they are international students who graduated within the province.

Moreover, to obtain a nomination, applicants need to issue an Expression of Interest by the provincial government they applied to. Applicants must also apply for nomination from the province. Those who are successfully nominated will have a much stronger application when they apply to IRCC for permanent resident status.

Also, most provinces consider an applicant’s minimum ‘score’ when issuing EOIs. This implies that, like Express Entry, they are given scores based on human capital factors, but the scores are calculated using a provincial scoring system instead of the federal CRS.
