On April 12, 2021 Immigration, Refugees and Citizenship Canada (IRCC) announced a new pathway to permanent residency via a Temporary Public Policy for international students and workers located in Canada (outside of Quebec province).

Due to the limited number of applications accepted (caps) and the high number of eligible candidates in Canada, CWR Immigration Consulting urgently recommends applying for an IRCC approved language test as soon as possible.  We anticipate the caps in the non-French speaking categories for workers and students to be reached very fast.  Therefore, eligible candidates must act fast to prepare to submit a complete PR application.  The application intake opens on May 6, 2021.

Other things to keep in mind while preparing to submit your PR application:

  • You will need to submit a valid Police Clearance Certificate from every country (besides Canada) where you had spent over 6 months in a row in the last 10 years;
  • You will need to complete an upfront medical exam by a designated physician in Canada.

There are four eligible streams:

Category One: Foreign nationals in Canada, outside of Quebec, with recent Canadian work experience in essential occupations (a maximum of 50,000 applications will be accepted by November 5, 2021):

General (High-Level) Requirements:

    1. At least 12 months of full-time Canadian work experience in an eligible occupation (per occupation lists provided by the government);
    2. Be employed in Canada under authorized temporary resident status at the time of application submission and be physically present in Canada;
    3. Achieve a Canadian Language Benchmark of 4 (English or French) on an approved language test.

 

Category Two: French-Speaking Foreign nationals in Canada, outside of Quebec, with recent Canadian work experience in essential occupations (no cap will be applied):

General (High-Level) Requirements:

    1. At least 12 months of full-time Canadian work experience in an eligible occupation (per occupation lists provided by the government);
    2. Be employed in Canada under authorized temporary resident status at the time of application submission and be physically present in Canada;
    3. Achieve a Canadian Language Benchmark of 4 in French language on an approved language test.

 

Category Three: Foreign nationals (international students) in Canada, outside of Quebec, with a recent credential from a Canadian post-secondary institution (a maximum of 40,000 applications will be accepted by November 5, 2021):

General (High-Level) Requirements:

    1. Have completed, prior to the date on which the application for permanent residence is received and no earlier than January 2017, a program of study at one of the approved (Designated) Canadian post-secondary institutions;
    2. The program of study has to be at least 8 months in duration and completed;
    3. Be employed in Canada under authorized temporary resident status at the time of application submission and be physically present in Canada;
    4. Achieve a Canadian Language Benchmark of 5 (English or French) on an approved language test.

 

Category Four: French-Speaking Foreign nationals (international students) in Canada, outside of Quebec, with a recent credential from a Canadian post-secondary institution (no cap will be applied):

General (High-Level) Requirements:
