Five Canadian provinces issued provincial immigration invitations. All provinces in Canada except For Quebec & Nunavut have their own PNPs.

Quebec is Canada’s only French-majority province & doesn’t operate a Provincial Nominee Program because its government seeks to maintain a greater level of control over economic immigration within the province. For this reason, IRCC & the province of Quebec have a unique immigration agreement in place.

Moreover, the provincial and territorial governments in 11 Canadian territories and provinces operate PNPs to bring in skilled immigrants that local governments believe are best suited to address their region’s labor market and demographic needs.
