IRCC introduces interim measures after the Israel-Hamas conflict. These temporary measures are for people impacted by the conflict.  The immigration minister of Canada, Marc Miller, states that these measures will support the assisted departure of Canadian citizens, permanent residents, & their eligible family members from the region. 

One of the measures includes the introduction of fee-exempt study/ open work permits in Canada. In order to be eligible, the foreign national must be a family member of the Canadian citizen/ permanent resident who has left Israel & Palestinian Territories, either with their family members or of their own accord since the beginning of the present regional conflict. 

Israelis & Palestinians already in the nation who feel unsafe returning to the region might also be eligible for the permit. Moreover, eligible individuals must have valid temporary status to apply. 

Prioritizing PR Applications For Family-Class Sponsorship

Eligible candidates under this measure include spouses, common-law partners, children, grandchildren, siblings, parents, grandparents of Canadian/ permanent residents, and immediate family members. 

In addition, the Canadian citizen/ permanent resident should be presently residing in Canada & have proof of the relationship, such as: 

  •  Copy of child’s/ grandchild’s birth certificate 
  • Copy of the child’s/ grandchild’s baptismal certificate 
  • Another official document naming the candidate as the parent/ grandparent, like their family book/ civil registration documents

IRCC states that more details on the measures will be available soon. In the meantime, IRCC has created a dedicated service channel for questions about these special measures available for clients both in Canada & abroad. 

Moreover, the department noted that clients could also check online & add the keyword ‘MOME2023’ to the IRCC crisis web from within their inquiry. 

Furthermore, permanent residents & family members of permanent residents/ Canadian citizens might be eligible to apply online for the time-limited medical coverage under the Interim Federal Health Program to support immediate medical needs upon arrival after their assisted departure from Gaza.
