IRCC’s CFP for settlement services contains four major themes. The settlement & resettlement programs offer services for another five years.
The funding application began on November 14, 2023, & will close on January 31, 2024. Candidates can apply for more than one funding opportunity by submitting funding applications in GCS, i.e., Grants & Contributions System.
Funding for the CFP 2024 procedure begins on April 1, 2025. Projects might be eligible to obtain funding for up to five years, ending March 31, 2030.
National consultations conducted had around 1,300 partners as well as stakeholders in order to address key priority areas. IRCC’s priorities & parameters for CFP 2024 will ensure that the program continues to offer the ‘right service to the right client at the apt time’.
In addition, there are certain improvements to the Settlement programs, which are grouped into overarching themes. They are:
- Increased Consistency
It includes implementing a nationally consistent approach to service delivery. As a result, this ensures that clients with most barriers & complex needs have the supports they require.

It includes co-planning & sharing information with other orders of government to support efficacious settlement program delivery.
- Increase Capacity Of Community Partners
Increased capacity of community partners includes encouraging the co-design of programming with clients & strengthening the community connections volunteer capacity.
- Flexibility
It includes ensuring that the program remains flexible & can be adapted to the characteristics as well as specific needs of clients & regions while identifying the role of provinces/ territories in co-planning to support the settlement & integration of newcomers.
CFP 2024: Call For Proposals For Four Major Streams
IRCC’s CFP for settlement services contains four major themes. These themes are Francophone Immigration Pathway, Resettlement Assistance Program, Equity Delivery Improvement, & Service Delivery Improvement.
CFP 2024 will be created on the extension of RAP, which has been underway since 2019. This will be done by seeking proposals to extend the program into four additional areas of the nation. Moreover, it also hopes to ensure that the RAP has a more consistent capacity to serve French-speaking clients & will embed a refugee pathway in order to ensure consistent transition for refugees accessing RAP for support.
In addition, the Francophone Integration Pathway will be consolidated within the Settlement program’s terms & conditions. However, a few proposed measures include increasing the capacity of organizations which deliver services to Francophone newcomers & setting a minimum funding target for Francophone programming in each region.
Moreover, the CFP also seeks to improve the capacity of settlement sectors in order to create more inclusive, equitable services for diverse newcomers. With an allocation of up to $25 million annually, the stream is intricately designed to support organizations who have not obtained funding under the Settlement & Resettlement programs.
Lastly, the CFP 2024 is a crucial step in leveraging the use of hybrid & digital delivery of services & promoting testing & research of innovative approaches to improve service delivery.
About Canada’s Settlement Services
As IRCC’s CFP for settlement services contains four major themes, it is vital to note that the department spends around $2 billion yearly on settlement services across Canada. The main aim of this funding is to allow immigrant service organizations to deliver programs & services which support the settlement & integration of those who meet the eligibility criteria. Well, in simpler terms, IRCC-funded services are available to protected persons, temporary residents, & permanent residents.
In order to receive the funding, settlement providers respond to IRCC’s CFP by demonstrating how they will support immigrants/ newcomers. There are around 1,300 locations across Canada where eligible immigrants/ newcomers can obtain IRCC-funded supports.
