Quebec Permanent Immigration Pilot Programs – Overview

Quebec Permanent Immigration Pilot Program In Food Processing

This program offers a pathway to permanent immigration for temporary foreign workers who have jobs that are permissible in the food processing sector. 

Moreover, the application intake time period is from November 23rd, 2023, to December 31st, 2024. 

General Requirements

  • Be 18 years or older. 
  • Intend to settle in the province. 
  • Have met the conditions of stay in Quebec 
  • Have demonstrated financial self-sufficiency for a minimum of the first three months following the arrival of applicants in Quebec  

Education Requirements 

  • Have a diploma corresponding to at least a high school diploma or a vocational diploma in a full-time study program of a minimum of one year. 

Work Experience Requirements 

  • Have a full-time job in an eligible sector in Quebec.
  • Have worked in a valid, full-time, paid job for a period of at least 24 months in the province in an eligible sector during the 36 months preceding the date of the application 
  • Moreover, the work experience or job must be in one of two eligible sectors under NAICS of the Canadian government: 
  • NAICS 311 – Food Manufacturing 
  • NAICS 3121 – Beverage Manufacturing 

Language Requirements 

  • Showcase knowledge of French corresponding to level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes, or equivalent.

Targeted Professions 

The work experience or currently held job must correspond to one of the following professions under NOC: 

  • NOC 94141 – Industrial Butchers, Poultry Preparers, & Meat Cutters, & Related Workers
  • NOC 95106 – Laborers in Food and Beverage Processing
  • NOC 95107 – Laborers in Fish & Seafood Processing
  • NOC 65311 – Specialty Cleaners
  • NOC 94140 – Machine & Process Operators in Food and Beverage Processing
  • NOC 85100 – Laborers in the care of livestock, but only the title chicken gatherer
  • NOC 94142 – Workers in fish & seafood processing plants

Permanent Immigration Pilot Program For Orderlies 

One of the most common Quebec Permanent Immigration Pilot Programs includes the one for orderlies. This pilot program is a pathway to Canadian permanent resident status for those already living in Quebec & working as orderlies, nurse aides, & patient service associates. Moreover, this program is divided into two streams, i.e., work & work study. 

Also, the application intake time period is from November 23rd, 2023, to December 31st, 2024. 

General Requirements:

  • Be 18 years of age or older. 
  • Intend to settle in the province to work for a company in which you exercise no direct/ indirect legal/ de facto control. 
  • Have met the prerequisites of your stay in Quebec
  • Demonstrate financial self-sufficiency for a minimum of three months following your arrival in the province. 
  • Lastly, demonstrate knowledge of French corresponding to level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes, or equivalent.
  • Work Stream – Specific Conditions 

Education Requirement:

  • Have a diploma related to the profession of orderly obtained after completing a full-time study program of minimum one year.
  • Also, the diploma should correspond to a diploma of vocational studies in Quebec. 

Work Experience Requirement 

  • A minimum of 24 months of eligible work experience as an orderly in the province in the 36v months preceding the date of application.
  • A minimum of 12 months in a health profession associated with basic personal care outside Quebec & at least 12 months as an orderly in the province during the 36 months preceding the application date.
  • Work experience should have been legally acquired, paid, & full-time.

Targeted Profession

The work experience or presently held job must correspond to the following NOC code: 

  • NOC 33102: Nurse aide, orderly, & patient service associate

Alternatively, the work experience might have been acquired outside of Quebec in a profession other than the one cited above; it should correspond to one of the following NOC codes: 

  • NOC 31300 – Nursing coordinator & supervisor
  • NOC 31301 – Registered nurse & registered psychiatric nurse
  • NOC 31302 – Nurse Practitioners
  • NOC 32101 – Licensed practical nurses

 

  • Work Study Stream – Specific Conditions 

Education Requirement 

  • Have a Quebec Diploma of Vocational Studies resulting in the practice of an eligible orderly profession during the 24 months preceding the submission date of the application.
  • In addition, to be eligible for the work-study program, candidates must have successfully completed the Institutional & Home Care Assistance Program & have a secondary diploma in vocational studies. 

Work Experience Requirements 

  • Have a minimum of 12 months of work experience as an orderly in Quebec, accumulated in the 24 months preceding the application date & after the date of completion of the study program.
  • Work experience must have been legally acquired, paid, & full-time.
  • Lastly, after completing their study program, applicants must be hired by a Quebec employer & obtain a work permit.

Permanent Immigration Pilot Program In The Artificial Intelligence, Information Technologies, & Visual Effects Sectors

These Quebec Permanent Immigration Pilot Programs aim to attract & retain Quebec graduates in artificial intelligence along with international talent working in the technology industry in Quebec or who have an employment offer from a Quebec employer. 

The program is divided into two streams, i.e., Artificial Intelligence (AI) & Information Technology/ Visual Effects (IT/ VE).

In addition, the program aims to select 300 Quebec graduates & temporary workers in the AI sector & 300 foreign workers in the IT/ VE sector.  

Also, the application intake time period is from November 23rd, 2023, to December 31st, 2024.  

General Requirements: 

  • Be 18 years old or older. 
  • Wish to settle in the province to work for a company in which you exercise no direct/ indirect legal/ de facto control.
  • Have met the prerequisites of your stay in Quebec
  • And lastly, showcase financial self-sufficiency for a minimum of the first three months after your arrival in Quebec.

Language Requirements:

Both streams in this program include a French-speaker & a non-French speaker profile.

  • Those selected under the French-speaker profile must demonstrate knowledge of French corresponding to level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes, or equivalent.
  • Moreover, those selected under the Non-French speaker profile will automatically be enrolled in a free, customized program called ‘Accompagnement Quebec’. It is designed to facilitate the process of integration into Quebec society & support learning French. 

1. Artificial Intelligence Stream – Certain Conditions

Foreign Workers

Education & Work Experience Requirement

  • Have a diploma that is equivalent to a Quebec bachelor’s degree & have acquired a minimum of one year of full-time work experience in the last five years preceding your application – in a level 0, A, or B job as per NOC.
  • Have obtained a diploma that is equivalent to a Quebec master’s/ PhD in the last year before submitting the application & holding or accepting a job in Quebec in the AI sector. The gross annual salary for the job is CAD 75,000 if the employer is situated outside of the Metropolitan Montreal Community or at least CAD 10,000 if located in the Metropolitan Montreal Community.

Quebec Graduates 

Education & Work Experience Requirements 

  • Have a higher specialized studies diploma, a master’s, or a PhD from an educational institution issued in the last 24 months. 
  • Hold/ have accepted a full-time job in Quebec in the AI sector.
  • Moreover, applicants who hold a diploma in higher specialized studies must have held a full-time job at level 0, A, or B, according to NOC, for a minimum of six months after completing their studies.
  • Have resided in Quebec as a student for at least half of the study program. 

2. Information Technology & Visual Effects Stream – Certain Conditions 

Education Requirement 

  • Have a diploma equivalent to a Quebec diploma of college studies – technical training or Quebec bachelor’s degree

Work Experience Requirement 

  • Have held an eligible full-time job for a minimum of 2 years
  • Also, have accepted a full-time eligible job with an hourly wage equivalent to the maximum salary of the average wage of your profession as specified on the Emploi-Quebec website.

  • NOC 2133 – Electrical & electronics engineer
  • NOC 2171 – Information systems analyst & consultant
  • NOC 2173 – Software engineer & designer
  • NOC 2174 – Computer programmer & interactive media developer
  • NOC 2241 – Electrical & electronics engineering technologist & technician
  • NOC 2281 – Computer network technician
  • NOC 5131 – Producer, director, choreographer, & related occupations, 
  • NOC 5225 – Audio and video recording technician
  • NOC 5241 – Graphic designer and illustrator
