Three Canadian provinces have invited applicants in the recent PNP draw results. The PNP, i.e., Provincial Nominee Program, was established because immigration is a shared responsibility between the federal & provincial governments.

In addition, it allows the provincial government to assert more control over the selection of economic immigrants who settle in the nominating province. 

Provincial governments tend to select skilled professionals who are likely to fill gaps in the local labor force, thus integrating easily into the local economy. Put another way, the province nominates applicants who are likely to stay in the area/ province & succeed. 

An applicant who is nominated by the province has a higher chance of obtaining an ITA for PR. In addition, nominated Express Entry applicants receive extra 600 CRS points, which virtually guarantees an ITA in the forthcoming draw. 

IRCC allocates PNP nominations to every province based on targets in the most recent Immigration Levels Plan. It is a yearly plan that outlines the target for PR admissions in the coming three years. 

Recently, the provinces have been asking for more autonomy over economic immigration, indicating that they would like individual agreements with the federal government, like Quebec. 

Quebec has complete control over the selection of economic newcomers/ immigrants, as abstracted in the Canada-Quebec Accord. It is the sole province in Canada that has such an agreement. 

While such agreements have not yet been reached, the Minister’s Forum accountable for immigration met & sanctioned a new initiative from IRCC. The new initiative is part of the Provincial Immigration Levels Plan that outlines provincial nomination allocations for the upcoming three years. 

As a result, this will provide the provinces with a stronger capability to plan for more newcomers/ immigrants & ensure/ confirm that there are adequate jobs, housing, & further integral infrastructure to support them & make the province an alluring destination.      

 

PNP Draw Results: July 15 – 20

  • Ontario 

The province held two draws on July 20 under the Express Entry Human Capital Priorities Stream for applicants under targeted professions. 

The province invited around 902 applicants in a draw for tech professions & 159 in a draw for healthcare professionals. All applicants needed a CRS score ranging from 458 – 462. 

These PNP draw results are identical to category-based selection rounds of Express Entry invitations. So far, over 2,000 healthcare workers/ professionals & 500 STEM applicants have obtained ITAs in federal Express Entry draws. 

  • British Columbia 

On July 18, a usual Tuesday PNP draw occurred in British Columbia. 

This week, the province invited more than 167 applicants in four draws. All applicants were participants in International Graduate or Skilled Professional Streams, including Express Entry applicants. The most significant draw targeted over 112 applicants with tech professions. They require a minimum SIRS score of 88. The remaining three draws were also occupation-specific & each required a minimum SIRS score of 60. 

Moreover, the invited: 

  • 16 healthcare professionals 
  • 39 early childhood educators, as well as assistants 
  • Less than five other priority occupation applicants 
  • Prince Edward Island 

On July 20, PEI invited over 106 applicants in this month’s first PEI PNP draw. The invitations were split across two classifications/ categories. 

The first category was for applicants in the Labor & Express Entry Stream. The province invited 97 applicants under the Critical Worker Stream who are working for a PEI employer & have a minimum EOI score of 50. PEI also invited over nine candidates under the Business Work Permit Entrepreneur stream who met the lowest point cusp of 80.
